Advice Best Way to Exchange Money for a Short Trip?

I'll be in Budapest for 2 full days before heading out on a river cruise that ends in Amsterdam. I'm trying to figure out the best way to handle money for such a short trip. Should I exchange money before I go, use ATMs there, or rely on credit cards? I'm a bit worried about fees and getting a good exchange rate. Does anyone have tips or experiences with managing money in Budapest or similar European cities?
