Advice Best Way to Get Euros Before Traveling from the USA?

My granddaughter is heading to France for a study abroad program, and they're requiring her to have at least 100 Euros on hand when she arrives. I'm trying to figure out the best way to get Euros before she leaves the USA. Should we exchange money at the bank, use a currency exchange service, or are there better options? Also, any tips on avoiding high fees would be super helpful. What has worked best for you when traveling to Europe?
