Question Nerja Poop Patrol?

My wife and I will be visiting somewhere in the general Spanish Costa del Sol area in May 2014. We've heard about the so-called 'poop patrol' in Nerja and are curious about what it actually entails. Has anyone experienced this firsthand? Is it something that affects the enjoyment of the area, or is it more of a quirky local initiative? We're trying to decide if Nerja should be on our itinerary, so any insights would be greatly appreciated.
