Question WiFi and Phone Tips for Lorraine & Metz

I’m heading to the Lorraine and Metz region in France soon, and I have a couple of questions. First off, what's the WiFi situation like there? Are cafes and restaurants good about providing free access? Also, I’m considering buying a local SIM card for my Samsung Note.
